Some suggested a cricket box or a horse comb. We've ruled those out.
What do you think?
UPDATE: It's a Shaker comb.

It is made of bamboo, turned on a lathe and then handcut. The solid cross portion is the dried nodal diaphragm. I've been looking for any listing of these objects in Shaker resources and found no references for "Shaker comb" other than people selling them. They are very similar to horse combs. Any scholarly references out there? I'm really curious.
